Recently, the project titled Focusing on the Five Values to Build a Paradigm of Value Creation in Heavy-Haul Railway by Shuohuang Railway was selected as an outstanding case in the field of efficiency and effectiveness improvement by the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), underscoring its high replicability and broad application potential.
Shuohuang Railway has always adhered to its core missions of “ensuring stable energy transportation and supplies” and “leading the heavy-haul sci-tech innovation”. Centered around the Five Values: added value, functional value, added value of economy, proportion of revenue and added value from strategic emerging industries, and brand value, and leveraging the opportunity of being listed among SASAC’s World-class Leading Demonstration Enterprises, the Company has continuously carried out value creation initiatives to set industry benchmarks in the heavy-haul railway sector. Through distinctive measures such as transforming from traditional heavy-haul to intelligent heavy-haul operations, shifting from a single coal transportation function to a comprehensive and diversified business model, and creating a new paradigm in heavy-haul railway operation management, the Company has maintained a healthy operational trend characterized by “lean institutions & less labor, high-tech & high efficiency, and excellent management & high effectiveness”, with per-kilometer personnel and per-tonne-kilometer costs at domestic leading levels.
This selection under SASAC aims to deepen the leading role of the Five Values for State-owned enterprises, promote the benchmarking of enterprises against world-class standards, and systematically enhance core functions and competitiveness. After in-depth analysis and demonstration, the selection focuses on six key areas: improving efficiency and effectiveness, facilitating innovation-driven development, implementing national strategies, improving governance, accelerating sustainable development, and promoting co-construction and sharing, among which, 40 outstanding cases with high representativeness, innovation, and application value have been selected to lead industry practices.
