Zhunneng Group’s case Path and Practice for Improving Green Mine Construction Quality of Large Open-pit Coal Mines from the Perspective of Ecological Civilization System Reform was awarded the Second Prize for Excellent Reform and Development Achievements by the China Enterprise Reform and Development Society. Earlier, its case Establishment and Application of Green Mine Construction Quality Management System Based on PDCA Cycle and Lean Management was selected into the Excellent Enterprise Quality Management Practice Cases (2024-2025) by the Business Technology and Quality Center of the State-owned Assets Supervision and Administration Commission. These two honors demonstrated that Zhunneng Group’s practices and innovation achievements in the quality management of green mine construction had gained authoritative recognition from the industry.
Zhunneng Group followed the PDCA cycle management model, comprehensively complying with standards at all levels and establishing a quality management and standard system for green mine construction. In specific practices, the Company ensured the geological stability of waste dumps through orderly dumping and refined soil covering, laying a solid foundation for ecological reconstruction. It built a soil and water conservation system based on terrain and hydrology, innovated the “storage instead of discharge” model to improve rainwater utilization rate, and effectively controlled soil erosion. It implemented soil improvement technologies, established a diversified ecological structure, and enhanced the quality of ecological construction. Since 1990, it had invested a total of 2.995 billion yuan in reclamation and greening, completed 99,500 mu (about 16,387.65 acre) of greening, built eight ecological functional zones, and raised the vegetation coverage rate from 25% to over 85%. The Company was named one of the first batch of Lucid Waters and Lush Mountains Are Invaluable Assets Practice and Innovation Bases in Inner Mongolia.
Meanwhile, the Company introduced advanced mining equipment, promoted multiple mining technologies previously unavailable in China, and advanced the research of new processes. It implemented dual control over energy consumption, achieved energy conservation and emission reduction through technological transformation, and kept the comprehensive energy consumption per ton of coal mined far below the national standard. It advanced the construction of “intelligent mines”, realized the industrial operation of 300-ton unmanned trucks in multiple working faces, and built a 10-million-ton intelligent coal preparation model. It tackled key technological innovations and promoted the large-scale utilization of bulk solid wastes. In addition, the Company built the Ecological Zhunneng brand, developed diversified “ecology+” industries, constructed a national AAAA-level tourist attraction and multiple research bases. Since 2023, it had received over 350,000 tourists, driving the development of the local economy.
Zhunneng Group’s green mine construction model had achieved multiple improvements in ecological, environmental and economic benefits. It had successfully hosted several major events including the National On-site Meeting on Green and Low-carbon Development of Open-pit Coal Mines and the National On-site Promotion Meeting on Intelligent Construction of Open-pit Mines. It obtained the highest AAAAA-level certification for green mine construction of two mines in 2024. Its “ecological restoration case” was selected for the Central Enterprises Green and Sustainable Development Excellent Practice Cases (2025) and the first batch of Typical Green Mine Cases in Inner Mongolia Autonomous Region in 2025. Its Coal Sea Saihanba typical case won the Green Energy Star Gold Award and the Typical Case of Energy Industry Brand Achievements. Its Zhunneng Group Mining Area Ecological Restoration Demonstration Project was awarded the First Prize of Major Projects of the Green Mine Science and Technology Award. Zhunneng Group’s green brand had gained widespread recognition, and its green mine construction level had reached the leading domestic standard.
